Summary

This bill requires congressional approval before major federal rules can take effect. A major rule is one likely to result in annual economic impact of 100 million dollars or more, major cost increases, or significant adverse effects on competition, employment, or U.S. business competitiveness. Without congressional approval, major rules cannot be implemented. The current congressional review process is preserved for nonmajor rules.
