The Federal Carjacking Enforcement Act modifies the federal carjacking statute to make prosecution easier by changing the intent requirement from proving intent to cause death or serious bodily harm to simply proving the vehicle was taken knowingly. The higher penalties for death still require proof that the carjacking was committed with intent to cause death or serious harm.
