The License Monopoly Prevention Act requires the Commerce Department to conduct competitive market reviews before issuing export licenses for emerging technologies to prevent situations where a single company holds the exclusive license to sell to an entity on the Entity List. If other applications exist for the same technology and end user, subsequent licenses must generally be approved.
